Mandatory Public Disclosure of Environmental Emergency-Related Information
To earnestly fulfill the corporate main responsibility for environmental protection and strictly implement the provisions of the Measures for the Administration of Environmental Emergencies requiring enterprises and institutions to disclose progress on environmental risk prevention, emergency response plans for sudden environmental incidents and drill performance, our company organized a comprehensive emergency drill in the Class A tank area themed “Comprehensive Emergency Drill for Fire and Secondary Water Pollution Caused by Material Leakage in Class A Tank Area”.
The Drill Integrates Dual Scenarios of Safety and Environmental Protection
The drill simulated a leakage at the outlet flange of No.2 ethyl acetate storage tank in the Class A tank area due to corrosion. Combustible vapor ignited into an initial fire after contacting static sparks, with risks of secondary water pollution stemming from overflowing fire-fighting wastewater. The company’s emergency command headquarters coordinated and dispatched multiple emergency teams including emergency repair, environmental monitoring, cordon evacuation, material support, medical rescue and communication liaison for joint response. The drill fully tested the scientificity and operability of special tank area response procedures specified in the Work Safety Accident Emergency Response Plan and the Emergency Response Plan for Sudden Environmental Incidents.
Adhering to the “Environment First” Response Principle
The drill focused on verifying core links of environmental risk prevention and control: Prior to fire suppression, rainwater and sewage pipelines were switched as a priority, and the inlet valve of the 820 m³ emergency wastewater tank was opened to channel all fire-fighting wastewater into the tank. When simulated wastewater approached the maximum capacity of the tank, the emergency team quickly built sandbag dykes at rainwater drainage outlets to create double barriers against overflow risks. Air monitoring stations were set up downwind of the tank area at the factory boundary and surrounding sensitive sites, with ethyl acetate concentration tested every 15 minutes. A third-party monitoring institution was commissioned to take water samples from the emergency tank; the wastewater could only be transferred to the sewage treatment plant after indicators such as COD and VOCs were confirmed to meet discharge standards. All responders wore positive-pressure air respirators and lightweight chemical-resistant suits, and followed the supervision rule of operating in groups of 2 to 3 personnel at all times.
Optimizing Management Through Drills and Regular Public Disclosure
Upon the conclusion of the drill, the company’s assessment team immediately convened all teams for a review meeting. All identified deficiencies were sorted out item by item against drill records, and a Rectification List for Drill Deficiencies was formulated. In accordance with relevant regulatory requirements, our company proactively discloses information via the official website, including filing status of emergency response plans for sudden environmental incidents, progress of environmental risk prevention work, annual emergency drill performance and rectification implementation results.

We will continuously improve the environmental emergency management system, effectively guard against secondary environmental pollution risks, and protect the ecological safety around the factory premises.
